"The Commander", as he was affectionately known, was the Commandant of the Philippine Sea Frontier, Motor Torpedo Boats at the end of World War II. During the war as Fleet Engineering Officer, he was responsible for the combat readiness of over 250 PT boats.
At a very early age, Captain Jay was encouraged to learn about vessel design, construction and maintenance under the watchful eye of his Dad. When he entered the Science Fair during his sophomore year in High School, Jay won first prize. His project was a study of vessel hull shapes, and the comparison of horsepower requirements at various speeds for displacement, semi-displacement and planing hulls.
